Quebec Skilled Worker
Under the Canada–Quebec Accord on Immigration, Quebec establishes its own immigration requirements and selects immigrants who are most likely to successfully settle and integrate into Quebec society.

The Province of Quebec is the largest Canadian province by area and the second largest by population.
To come to Canada as a Quebec Skilled Worker, you must first apply to the Quebec government to obtain a Certificate de sélection du Québec (CSQ).
Today, candidates generally begin the process by submitting an Expression of Interest (EOI) through the Arrima online portal, providing details about:
- Skills
- Work experience
- Education
- Language ability (especially French)
- Area of training and other background factors
Candidates who meet eligibility criteria may be invited to apply for a CSQ.
After receiving a CSQ, applicants must submit a separate application for permanent residence to the Government of Canada, where medical, security, and admissibility checks are conducted according to Canadian immigration regulations.
To be selected as an immigrant worker, applicants are assessed on factors such as:
- Education and area of training
- Work experience
- Age
- Language proficiency
- Connection to Quebec
- Valid job offer (if applicable)
- Spouse’s profile and children
- Financial self-sufficiency
Applicants must meet the minimum required points on Quebec’s selection grid to qualify for a CSQ.
Quebec may also adjust immigration policies, invitation rounds, or program streams based on labour market needs and immigration targets.
