Provincial Nominee Program (PNP)
The Provincial Nominee Program (PNP) allows Canadian provinces and territories to nominate individuals who wish to immigrate to Canada and settle in a specific province. Each province operates its own PNP streams based on local labour market needs, economic priorities, and demographic requirements.
Through the PNP, provinces select candidates who have the skills, education, work experience, or business potential needed to contribute to the regional economy and community.
Applicants must first apply to the province or territory where they intend to live. If nominated, they can then apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.
The PNP generally follows two main pathways:
1. Express Entry–Aligned Streams
Some provincial streams are linked to the Express Entry system. Candidates who receive a provincial nomination through these streams receive additional points in the Comprehensive Ranking System (CRS), which significantly increases the chances of receiving an Invitation to Apply (ITA) for permanent residence.
2. Non–Express Entry Streams
Applicants may apply directly to a province under a non-Express Entry stream. After receiving a provincial nomination, they submit a separate application to IRCC for permanent residence under the paper-based or online process.
General Requirements for PNP Applicants
Although requirements vary by province and stream, most applicants must:
- Have relevant work experience or skills required in the province
- Meet language proficiency requirements in English or French
- Demonstrate intent to live and work in the nominating province
- Provide proof of funds, if required
- Meet medical, security, and background checks under federal immigration regulations
Some streams may also require a valid job offer from a Canadian employer, while others target international graduates or skilled workers already in Canada.
